I don't think this is a big problem, since only developers need autoconf.
We just need everyone on this list to be aware they will have to upgrade to
use the version straight from CVS. There may be points in the make cycle
where we can detect problems and print appropriate warnings --- though this
won't work if you are starting from scratch.
