preserve-prefix allows only single value?

I finally got around to reinstalling Cygwin after I updated to WinXP (to
my surprise this time it worked) and noticed that I can specify only
single value for preserve-prefix, i.e. it is impossible to give both //
and ?:/ (for drive access).
Is it intentional?
