I'm regularly using file systems with the `noatime' option set. Thus,
I'm getting failures of `C02cond.ztst' with "make test".
The following avoids the test, if /etc/mtab exists and if appears, that
the file system of the current directory has the noatime option set. I'm
not changing the diagnostic "F:" message, because it might be that the
test fails on another system.
