That's not completely true. There is git-replace(1) which can be used to create replacement versions of objects, in this case commits. The references generated by that aren't propagated between repositories by default, but it isn't difficult to change the configuration of a repository to have those included with push and/or fetch. Once those references are in the expected place, they will be used by default for most git commands.
