I'm saying that /if/ we were in an alternative universe in which zsh's
behaviour was "default to emacs regardless of envvars", and in that
universe someone proposed a patch to change the behaviour to this
universe's behaviour, that universe's maintainers would have rejected
the patch.
That's meant as an argument in favour of changing the behaviour: if we
could have chosen between the incumbent behaviour and the proposed
behaviour /a priori/, we would have preferred the proposed to the
incumbent.
