Not sure what you're getting at, no operating system should ever remove user data when removing the app. Most operating systems specifically avoid that as it's dangerous. Flatpak for instance can remove user data if requested precisely because the location of user data is standardized, but it is not done automatically still.

Me created none of these dirs. Surely you can take it this to a couple of
those projects -- perhaps they can create it in ~/.config/config/ from
now on?! Will keep ~/.config/ tidy!
