Very good question. It's basically a matter of following the
instructions in
Etc/creating-a-release.txt
It's usually not too onerous --- the list is always available to provide
feedback so the tasks done by the release engineer tend to be fairly
mechanical. Anyone familiar with software engineering with reasonable
hands-on knowledge of zsh is probably in a position to do it (you don't
need to be an expert on the shell's internals).
Access to Sourceforge and the zsh site will need to be provided but that
should be easy enough.
Volunteers are definitely very welcome, it's certainly high time for a
release.
