This was apparently for Fortran (and there was CPATH and C):

So this lasted at least for 7 years (2005-2012), and even later
due to old config files that remained!

But it may still be used by other Fortran compilers:

"Directories specified by environment variables (e.g.,
FPATH or INCLUDE)."

In 2021, FPATH is still used by LLVM/MPICH:

which has

  export FPATH=$PACKAGES_DIR/mpich-3.3/include:$FPATH
