Because if the user does not want to install the helpfiles, he can say

  ./configure --disable-runhelpdir

and then he can build even if he has no tools like perl, man, groff, ...
which are required for the runhelp script.

Care has been taken in configure.am that the above call ends
with an empty $(runhelpdir).
