Depends on the system vendor -- for instance, Linux distributions are
fine with the GPL requirement, but Apple won't ship GPL 3 software.
I also expect that package maintainers just don't think it's worth
adding the gdbm dependency, although I do ship zsh/gdbm (and zsh/pcre)
in MacPorts.
