i'm sorry i haven't been attentive to release stuff myself. i should
have made it explicit that i didn't see myself having the time or energy
for it in the foreseeable future. consider this me doing so now -- obv i
support eric or anyone else taking over going forward

i had two small zparseopts patches i was sitting on, plus one that was
already posted+reviewed -- i'll post the new ones shortly, but i'll
understand if it's too late to merge these for 5.10

i also had some NEWS updates for earlier changes that should go in
before final release; i've just committed those

you might want to review the change log for other changes that require
NEWS or README updates; i tended to do that before releasing and often
found ones that were missed
