it already mentions that, ctrl+f 'if the tagged'

it was previously -dev-0 but we changed it to .1-dev in workers/45101
(per w/45041) so that each 'tagged' version unambiguously compares
greater than the previous one and greater than the last stable one. an
example of the expected sequence is near the top of the file
